OTK Group SIA was incorporated in Latvia in July 2014, with its headquarters in Riga. Its original shareholder was a Russian citizen named Aleksandr Burmistrov, who has business links to other Russians involved in ITC. He later ceded -- and then reacquired -- a 50 percent stake in the Latvian firm from another Russian citizen, a basketball enthusiast named Yevgeny Arakcheyev, whose LinkedIn profile lists a financial directorship at ITC.
